Percy is a police officer (an inspector to be exact), who has been chasing Bean for years. He has been humiliated by Bean time and time again. He is assigned to handle the Grimwood kidnapping
which is he is very bitter about until he finds out that the Roadbuster is involved. He has an extremely short temper even with his boss.Percy would rather have had his own men shoot through him to take out Bean, that is how obsessed he is with catching Bean. He spent a lot of time and money to restore a car that could keep up with te Roadbuster's this car is a cobra GT 500 with 355 Horse Power, and Maximum Torque of 58 kilo's. It ends up getting wrecked while chasing Bean. It seems that at the end of the movie he has really lost it, he has the whole police force screaming "Roadbuster Come out and Play"...Which reminds me of the end of the movie Warriors where the bad guy is chanting "Warriors come out and Play" while clinking 2 bottles together.
